Sand compacting

I use washed sand and I have never had a problem.

I'm thinking if it stays dry and loose I won't need to cover it in the winter? But if it keeps getting really hard won't I need something over it to keep their feet comfortable in the winter? It gets down into the single digits at night here in the winter - teens during the day. If I replace sections of the hardened sand it'll most likely be this next spring, so they'll have to make do with what they have. The section I turned over is looking a little bit better so far.
