I did a quick bit of research and it seems that back in 2002, there was a flap in Sanford over immigrant families slaughtering goats and chickens in their back yards .

Alex, do you know when the anti-poultry ordinance was passed? It may or may not have something to do with this previous issue. This may assist you in writing sample legislation and/or in working on a petition to bring forward at another meeting when this issue has cooled a bit.

Yep it made front page yesterday I woke up and went out to get the paper I was so surprised to see that! It will gets lots of attention now the N&O is read by lots of people in the greater Raleigh Area
