save my granddaughters roosters

I live in Delaware and have 5 roosters in need of a home. My granddaughter raised them from hatchlings. They were supposed to be hens but turned out to be roosters. They are 10 months old and very good with our two German shepherds and people as well as each other. I want to send them off to a good home so they can enjoy the rest of their lives. My granddaughter is not doing well because she thinks that she will be responsible for them being killed, i really need to give her hope. I have to figure out how to post pictures

The county used to allow 1 rooster but did not enforce it, they passed an ordinance that if a noise complaint comes in involving roosters then you have to make an effort to correct the issue. I was able to relocate some of the more serious noise makers, we have 5 left but two of them make absolutely no noise.
