Wow, that is horrible and I echo what others have said, padlock and make that call, that child needs help.
We did end up calling on a family after a child repeatedly climbed over our fence since we padlock our gates and we had at that time a dog but our call went to the local police and we had to file official report. I was afraid of something happening to him, he was only in kindergarten and you would always see him climbing over peoples fences or for us grabbing things out of our freezer/fridge and shelves, he would walk right into the house and start eating everything he could get in his mouth. He even took 4 bags of frozen chicken home with him
I encourage you to call CPS, I was going to call them on this boy but DH immediately called the local police, the boy, now in 1st grade and good size, had come over. grabbed our youngest son and started pounded him with both fist just because they do that on t.v. and after the police episode, we did end up with slashed tires on both vehicles, cut brake lines and fluids drained :O needless to say, we moved out into the quiet county living and super nice neighbors
The sporting goods department of your local Wal Mart carries infrared trail cameras that work day or night, are motion-activated and can also be set to take pictures at intervals. We've found it to be a major asset when trying to catch predators such as feral cats, raccoons, skunks, possums, foxes, etc. It would be great to catch human predators as well!
Makes my heart hurt to hear stories like this. Children deserve so much better. I have to agree with the majority here, CPS should be notified. It would be helpful to have some of the others who've encountered this behavior call in as well. Sadly it might be a good idea to discuss it with the police as well, not that legally she did anything wrong by asking. But it never hurts to be on record should something happen.
