For his legs, yes I would apply some oil or vaseline a couple of times a week.
While you are at it, check him for lice/mites on the body.

Now the lump/pimple is interesting. My thoughts lean toward a feather cyst, but let's tag in @Eggcessive and @coach723 to take a look at that too.

Is the lump hard?

A feather cyst may be the problem if it is separate from the oil/preen gland. If the preen gland is involved, it may be an impacted preen gland. A warm wet compress can be used on the cyst or abscess for a few minutes. Then cleanse the skin with a disinfectant and use a sterilized needle to explore the cyst or abscess, to look for a feather underneath.
