I’m certain my flock of 23 chickens of various ages all have scaly leg. I am currently treating them with vegetable oil and Vaseline, but that’s not very realistic to apply several times a week with that many birds. What is something that has no egg withdrawal period, easy to apply, and actually gets the job done?

There's many methods for treatment of SLM. Oil on the legs are the best way to smother them plus having no egg withdrawal.

What works for us... ( we’ve gone through this twice) is heating up Vaseline until it’s a liquid, add a big splash of sevin dust and mix well. After cooled and solidified again coat the legs, making sure to push it up under any raised scales. Seems to work after the first application, but we will do about 3 applications in a week. Always works like a charm.
