there are... but you would be surprised how many are not the elderly... it happens to all ages.. all income levels... everyone..

there was a guy in Toronto in the last few years he was selling insurance to the elderly ... fraud.... he was selling real estate to the hip and up and coming 30 somethings who wanted to make a quick buck flipping homes ... fraud.. he was selling insurance to recent University grads .. the plan was if they failed to get a job in 6 weeks post grad that he would pay their student loan payments so the government didnt come after them....fraud...
