Scissor Beak chick

Hi everyone

I have a three week old chick whom has developed a scissor beak, my husband and I have tried to fix/manage it but to no avail it hasn't helped. He/she also tends to shiver every few minutes and its back end or tail is always pulsating (up & down). Could anyone help me with this Black Matte Belgiun d'uccle. I am not sure what to do.
