Having served on a "Planning Commission" in a rapidly growing area in Colorado for 6 years, and having, during that time, been involved in the consideration of "animal control ordinances", let me say this:

"If the "impact" can be contained within my own property lines, for the most part, and thereby not conflict with the same type privileges enjoyed by my neighbors, then it should be "permitted".

That sort of common sense would go a long way toward allowing ALL of US to be "better neighbors" and a "free-er people".
