Scratchy and missing Fuzz

So, I was given two ducklings (not by choice). I got them all set up next to my 8wk old chicks… food, water, heat lamp.
Anyways, I just noticed one of them keeps scratching (a lot) and is kinda bald/missing fuzz around his neck.
What would cause this?

Could be new feathers coming in. I think that itches. Or dry skin, or hasn't had a bath (warm water, no soap) in a while.
