Sebbie w/a Droopy Wing

11 week old Sebbie "Fletcher", his right wing is droopy & he's having a hard time keeping it up. The pin feathers look weird, like he'll grow feathers and then most of them are not there anymore. He's been like this for 3 weeks now. Otherwise healthy i think, growing-foraging-swimming-etc. good appetite, no other issues. He can throw his wings out and stretch and run and be silly as usual.

I saw the other threads about this issue but no one touched on how long this should last? He's 11 weeks, shouldn't he be done with his wing feathers by now??

Sebbies can get something called twisted wing. But sounds like his feathers aren't coming in? Pictures would be a good idea.
