Um...how can you be so sure it's female when it's a very clear male?
Not to be rude, but some simple research can sort things like this out easily. :)

So he hasn't crowed yet. Cluck in the morning. It sounds odd but not crowing. No eggs either. We thought male would've crowed by now......
 
Since there is no more dominant rooster, would he crow now????????? We aren't allowed to keep a rooster in our city....double whammy
He should start figuring it out. Bantam rooster crows are very screechy. Small man syndrome definitely applies to my bantam boys XD. They think they are hot stuff. Look it up on YouTube, might help you ID noises as well as getting a good laugh.
