Serama egg laying questions

I recently bought some Seramas. Four of them are still young, the others are, from what I was told, around 30 weeks. Shouldn't she be laying?
I read something that said that they lay for three weeks then take a couple of months off. Is this true?
Also the little rooster doesn't crow or try to mate. I'm confused. Do they mature later? They are sweet, but these don't act like any chicken I have ever had.
Any knowledge is appreciated.

Serama should mature early; between 5-6 months of age. Many of mine are new moms before they're six months old.

Thanks so much for responding! I will take pictures tomorrow after the strong storms pass through.
I see you're in TN. I lived in Cocke County for 18 years before moving to NC for a better paying job. My daughters were born there and we all miss TN and snow.
 
We moved to TN from WI to escape the severe cold and snow. I will admit that I'm sick of rain, rain, and more rain.

I didn't get pictures yesterday. We lost nine of our birds to the storms.

The right eye on the rooster looks bad in the picture-possible infection that would explain his abnormal behavior-check it out as pictures can be deceiving. Otherwise the birds look good and healthy. In a few weeks they probably will start laying eggs.
 
OhNo! :( Did a falling tree/branch hit a coop/run?
No, instead of spreading out to multiple sleep piles, we think they all piled into one nest box. All nine were flat in the bottom of the nest. They usually make a large, one layer cluster. All we can figure is the storm scared them and they all tried to squish together.

I couldn't tell anything wrong with his eye, but he was a bit lethargic today. He tucked his head under his wing and slept several times. We don't have an avian vet in the area. Any thoughts on what I can get to help him? Do farm stores carry antibiotics for chickens?
