I agree, it is his oil gland. Birds use their heads and rub on the end of it, get a bit of oil and put it on their feathers. It sort of waterproofs them and makes their feather shine more. He is fine, don't bother it at all.

ok... It is just HUGE, and protruding, and just not the most pleasant to see! lol

I never did notice it on any of the other chicks I raised.

The reason his is more noticeable is because he doesn't have any feather covering now, being a Thai Game which feather slowly & incompletely. It looks perfectly normal, leave it be!
