Seven week old-Any guess on breed? Cockerel?

This one is one off 11 chicks I received. It has been the smallest and slowest to get feathers. Suddenly, the crown and waddle show up red. None of the others (Ameraucanas and Rhode Island Red).

That definitely looks like a cockerel. It's also probably a cochin. Possibly bantam - is he still smaller than the others?
