How old..?
If it is a cochin bantam, for a male, it's really light on the leg feathering. My little guy has some crazy leg and foot feathers-- they came in well before his tail
Could this be a mix..?

Did you get them from a hatchery or an individual who might have had more than one sort of chicken housed together..?
