Severe foot problem in Brahma

Hello, recently I noticed that my Brahma, Nugget, has some foot issues. We use barn lime and shavings inside the coop and sand/gravel in the run. Last Friday, I noticed Nugget was missing feathers on her feet and seemed to be in pain when she was handled. Other than that, she seems relatively okay walking. Her feet are scabby and remind me of scale mites, however none of the other chickens have this issue. Nugget also has broken feather shafts and signs of broken skin. I believe part of the issue is Nugget getting bullied by another hen, however I don’t know if mites or something else is to blame.
