Not seeing a sex-link - can you explain what lead you to that suspicion?
Do agree with Basskids that the bird appears to be muffed. Is there as much of a size difference as it appears between this little one and your big buff bird in the first picture?

Lots of breeds have muffs[it's also called Bearded or beard and muffs because it's three feather tufts, one under the chin and two below the eyes like 'earmuffs'] but most have either a crest or feathered legs with it. With unfeathered legs and a pea comb, it is usually a sign of an EE.
