Sex of 27 week old chicken

Is this chicken a rooster? We were assuming he is, but compared to his impressive brother, his rooster signs are weak. He has the thin neck feathers, but when I look at pics of other Easter egger hens, some have them as well. I don’t see defined saddleback feathers, but maybe the are coming? He does have thick legs. His comb is so small and his wattle is non-existent right now.

Easter egger Mom, barred rock dad. His brother rooster that hatched at the same time has no Easter egger in him, so it’s hard for us to compare when we are chicken newbies.

I never get why people are bothered by crowing, but not by the cars driving by, yelling children, barking dogs (now that's something that annoys me), and all other city sounds.
I know right. I live like 12-15 blocks from the train in my town and I can hear it clearly at night. But a rooster crowing when my neighbors are at work is a problem?!
