This is because the male will chooses one female as him mate. They are pair birds, not like chickens.
Then the male and his female will try to chase away the other females from their 'space' so they can start nesting.
In a cage, or aviary, the other birds can not get away, and they will be injured badly.
I think you could keep 2 females together, or even 2 males, so long as they were out of sight of other quail.
I know its hard to imagine who bad the fighting can be.....I tried every combination. I was convinced they would be fine with one male and a group of females and a HUGE aviary with lots of grass and ground cover to hide in. The were for a few months, but once the breeding season came about that when it all started.
