Sexing Polish chicks

I have two Polish chicks that were sexed as pullets but both are starting to crow. One has a bouffant crown the other looks like Cher at the Oscars in that black feather headpiece. Regulations forbid roosters. Need to know definitively if roosters .... I'm good with other breeds, but the Polish are throwing me for a loop and I'd love to have hens to add to the flock.

If they are crowing, chances are they are roosters. Post some pictures and we can probably confirm.
