Shabby Coturnix Roo

My quail are all about 4 months old, but my roo has started to look really shabby. I assume he is molting, but he is the only one that looks like this. Is he healthy? His vent is fine and his eyes don't look puffy.

Roos mature later, maybe he's still growing feathers? Nervous picker?

Feed him some seed. BOSS and thistle. The oils are good for skin and plumage.
