"Shackling" my rooster?

My rooster has my hens torn up pretty well and I have chicks in his coop at the moment and I can't move him down! Could I perhaps tie a rope between his legs to maybe prevent him from from jumping up on the hens?

I've got the same trouble, but I pen my roosters until I need their services. I doubt hobbling him would keep him from trying to mount them. He'd probably still tear them up even if he wasn't able to complete the act.
