I hold the bird in one hand, and tilt forward so she is almost upside down and have the water stream on the faucet on low. I can rub in water then soap then rinse. I do the crest first. Or, I have hubby hold the bird, and I use one hand to hold her head up and back, like you do at the hairdresser, and run water down toward her back.
 
I am not brave enough to put a bird's head under the faucet stream, so I let them stand in my laundry tub and I wipe off the crest with a little rag.
 
mine are dirty too but I never thought about tying them up with a hair tie... can i see pics? and does it pull out the feathers? might be a solution to the others pecking at their heads when they get wet.
