She looks a mess!

So my sex link chicks are 5 weeks old. I got them when they were "about a week old". Penny has always been bigger than Lucy, always getting feathers a few days earlier, but Lucy always seems to catch up. Well, Penny's feathers have been nice and smoothed down for over a week now, and Lucy looks...well, a mess! I'm wondering if they're even the same kind of chicken! I can't get a decent shot of them side by side to see the size difference, but my 3 week olds are starting to look closer to her size. She's always so disheveled looking. Nothing seems wrong with her, but what the heck?
