I have found what appears an entire egg white, no yolk or shell on my poop board. This morning the same thing, but it was tinted slightly red. I have a number of 22 week pullets that have not began to lay. I assume it's one of the non laying ones. Could it be the body learning to make eggs, or something else?

I've had 2 of my 5 hens that are really late egg bloomers. Over the last few weeks I'd noticed eggs just as you are describing every other day or so. I even caught one of these 2 hens laying hers at 10:30pm, which was very odd... But, as of yesterday I believe these 2 have finally started to lay fully shelled eggs. So, and I'm no expert, I agree with your assumption that the birds are just late to the game and slowly getting started laying.

There are a lot of things that can cause odd looking eggs. Here's a good article about them and the causes: Common egg quality problems

I would guess yours is due to the young age of your girl.

I feed an all flock feed with oyster shell free choice. I haven't seen all of them eat the oyster shells but I have watched a few of my good layers gobble some down. I'll keep an eye out, but age does make the most sense right now.

Could be a new layer, not uncommon for softies. Might want to check vents and pelvic points:

Could also be an older(14-18mo) layer ramping down production for molt and winter break,
you can get some funky eggs around that time.

They are on an all flock/grower feed, so its lower in calcium, but I know the hens that I actually get eggs from munch on the oyster shell and have good shells on their eggs.
That'll be fine. Might sprinkle some OS around for the pullets to get the idea.
