shipping live chicks. have to call "live" usps ????

Ok i shipped live chicks last year with no problem. Now the usps office is telling me i have to call the uses"live" center and request permission and get an approval number to give to the post office. Is anyone familiar with this? what is this??

When I last inquired about shipping adult birds, they directed me to a special department and said I had to go thru them to make arrangements... not sure if its what you are talking about. They told me they won't do overnights of live animals anymore either, except day olds.
