Shivering duck and single digits numbers

So it’s been freezing recently and Bill (my jumbo Peking) has been shivering. I been providing warm water, peas, cabbage, bedding. I’m not sure what else I can do. I don’t want to bring him inside but I don’t want him to literally freeze to death.Any suggestions?

Do you have a heat pad you could give him?
Can you bring him into a barn and give him a heat lamp?
Does he have friends?
What is the temperature where you are?
Can you insulate his house? I use horse rugs to insulate my coops but I know not everyone has horse rugs on hand
Keep up the warm water
You can give him straw in his house as that is warmer than most bedding
