Should a Sebright always have a rosecomb?

I have a Golden Sebright rooster, he's about 7 weeks old. So far his comb looks pretty average, I was hoping for him to develop a rose comb eventually. So should he have one by now?

Chickens have their comb type from hatch. If he hatched with a single comb it will always be a single comb.
