Should I be worried?

My pair of pigeons have been acting weird lately. They ruffle their feathers and kinda shake, one of them makes this groggy sound. Not sure what's up with them, is there anything I should give them?

It depends. Can you get a picture of them? They are either courting/nest calling, or they are sick with a respiratory disease or canker.
