should I clip wings???

I live in the countryside just north of Malaga Spain and yesterday I lost a Andalusian blue that flew over a 7 foot fence so they may not be at all graceful but they have no prob when it comes to getting somewhere don't know if she come back? Def going to clip the others...

I have 8 Welsummers and am having a problem keeping them in the yard. The yard is surrounded by a 4 foot fence and I have already clipped one wing on all of them but they are still easily getting over the fence. They are going into neighbours yards, which could lead to problems. I don't want to clip both wings since they are free ranging but I can't keep them safe if they r getting out of our yard either(dogs, cats or angry neighbours). What should I do?
