its been like this for 18 hours. Should I help? Even with 67% humidity in the egg is dry out, and the chick is weak

You'd have to use your judgement, but based on what I see, I'd gently help. Beware, that no matter what you do it may die. don't blame yourself.

I would probably just gently remove the "cap" and let the chick rest in the bottom half. It is possible the yolk sac hasn't completely absorbed so you want to be sure it does before removing it from the rest of the shell.
