Should I help this chick?

Oh good! She is moving around in the incubator and disturbing the heat sensor. Can I take her out now and carefully blow dry her? I still have two eggs in there.one on day 19 and one on day 20. I don't see a pip yet on those and the incubator is so wet she isnt drying

I wouldn't blow dry her, it can very easily burn their skin, even on low heat. If you can set up a separate brooder and get it up to temp (95 under the heat source) that would be best.
 
Are you sure it's yolk? If you can take her out of the incubator and take some pics that would help.
Post a pic of her navel too, please.

Whatever it is, its dry and making her look wet
Ok, those help. Get a soft toothbrush, or a terry cloth. Dampen it with warm water. Then, gently scrub the chick's back and very gently her head. That should help get rid of the stickiness. If it doesn't all come off, don't worry. It will all come off eventually, and it won't cause her any pain.
Her navel looks ok. Make sure there's no pecking going on, but she should be alright with the others.
