Should I let them out of the coop if it's only 8 degrees and snow?

Well my coop is about to slowly work down to unheated again asap, my DH is going to kill me, the electric bill for the coop comes separate, it's run off his shop which is never used. Well I went from 1 heat lamp and added an oil heater and my bill went up $65 this month! Almost $100, and I even quit using the dryer I had out there! I feel sick to my stomach because I added another heat lamp 2 days ago and that won't even be on this bill!!!
