Should parents need licences to be parents?

Of the teens I mentored, mostly girls, (those that talked about it)none had made it to 18. Only one made it to 15.

In large scale that might be true, but alot adults my area believe in the opposite...and many of them haven't had it. maybe it's just the area..

Where you you're from the colleges are not the housing, they are the universities themselves right?

Yes, generally speaking colleges are "public universities" and universities are private. However that's just a real rough guide they're pretty much interchangable, example i go to Ashford University for grad school, it's a private college. But university of california, San Bernidino is a public school. As far as i know all 2 year city/community colleges, use the word college in thier name but...

Here the housing is the Dorm, or dormotories (it's post-midnight, i don't bother attempting spelling), or occasionally a sororoity or fraternitiy house.
 
I don't think it would make much of a difference.People can pass the test and still abuse. Not a week goes by that someone doesn't almost hit my car and THEY passed a test to drive.

Yeah... everyone in my area is basically still virgins, give or take a few.
