Should the fan in a incubator run constant or on off?

I made a bator out of a mini fridge and am having problems with temps in different places. The front runs at 99.5 and the back runs 103. Should the pc fan I have run constantly or on off with the heating element? Also does any one else have problems with the heat generated by lg tuner motor? Mine get hot hot hot almost too hot to touch, and might be the culprit for inconsistant temps.
 
The fans in my Sportsman cabinet incubators run all the time. If I were building a mini fridge I would do the same. How are you venting your bator? Current Sportsman incubators have, I believe, 6 one inch holes in the back. Three near the top and three down low. They usually have sliding covers so the ventiation can be fine tuned.
I'm not sure how much heat your turner motor adds, but unless it is enough to heat the entire incubator on its own the thermostat should be shutting down your main heat source and maintaining the temp you want.
