the only time i have ever heard of a rooster not crowing is that he is sooo inbred or mixed up genticlly or he is one of the very lowest in the pecking order
 
I have a standard cochin roo...he's about 2 years old...he is the dominant roo and he doesn't crow. He makes lots of noise...lots of growling, purring, clucks, etc...but he doesn't crow. I always attributed it to the fact that he's THE man!!

He's very sweet to the ladies, and to us...just love him to death!!! He's definately a pure bred (raised by a show breeder) and he's beautiful!! I anticipate that he has the ability to crow, he just chooses not too!!

So to answer your question, I think it can happen...but to pick a specific breed...I don't think there is such a thing!
 
The one on the left is a delaware/ la fleche. He crows, but only occasionally. I have yet to hear the one on the right (delaware / cochin) crow. They are only around 5-6 months old though...
