In our county, 4-H members keep their ducks at home. Some members keep extra ducks at their house, and allow other members to use them at shows and fairs (if they cannot have a duck at their house). So in a way, people just borrow other peoples ducks. however, most people own them. They just have to be registered to that member. I've never heard of a county that keeps everyone's ducks at a barn. Also, our county lets you show any kind of duck. At the fair and shows, they are provided with cages and pens, but have to have some sort of transportation. The best thing you can do is call your local extension office and find out your county's rules there.
