Yes, one would expect a huge depth of paper shreds out in an open run would not be ideal!
I can't imagine how hard that was to clean out!
I only clean out my deep litter twice a year and have never had any problems with paper shreds matting down or being too moist....I think it is because they are merely an addition to the pine shavings and not the bulk of the bedding. They decompose nicely into the mix and seem to keep things extra fluffy for much longer...maybe they create air spaces in the bedding? Not sure.
Trying it in various ways would be the only way to see if it works for you....trying it once, using too much paper
