I have one in my flock that has this condition eats well but this gets red then calms down then gets red again.

Is she molting - have you noticed her losing feathers in other places? It looks like most of her tail feathers are gone.
I think I also see some pin feathers coming in on her bum.

Laying hens can have some red to their bums, but it is more noticeable during molting.

Check her over for any signs of lice/mites to rule those out. Observe to make sure she is eating/drinking well. A molting chicken can benefit from some extra protein so offer some egg or tuna in addition to her normal feel. You can also give some poultry vitamins in her water a couple of times a week.
