Sick Duckling

Hi All,
Hope you can help me. Have a 3 week old Peking duckling that is acting sick. For 5 days now she just stands around and pants while twitching her back side. When I feed the ducklings treats or let them go swimming she is completely uninterested. She seems to have stopped growing also and her sibling are noticeably larger than her now. Here is a 30 second video of what she does. Hope someone can help me please.

If you can, I'd take her to a vet immediately. If she's not eating that's critical. :/ It looks like her breathing is labored, too.
