So i got a goat awhile back, and i noticed shes not in the best shape, she has some type of sores on her bum and she has green discharge in both her eyes, and ive noticed her nose is a little runny and sometimes has yellow discharge that'll dry up around her nostrils. Im new to goats so im trying to figure out what to give her, ive been putting neosporin on her eyes and bum to see if itll help. Im starting to notice three little red dots that look like sores on her nose too.
Do you think an antibiotic like oxytetracyclin would help?

It does sound like pneumonia. There are some viral infections that can cause the runny nose and eyes. Antibiotics are ineffective against viruses but even in that case they will prevent secondary infections.

If you haven't done it already, get a fecal run to see if she has parasites (she probably does), treat her for lice (sometimes they are very hard to see) and vaccinate her for tetanus and enterotoxemia. For this last get a vial of CD/T from the feed store or livestock supply. As for the sores, without seeing them it is hard to give an opinion of what they might be, but often such things are caused by a fungal infection. Get some BluKote and spray them. If it is a fungus you will see a rapid improvement. BluKote is cheap, is effective against fungi and simple wound infections, and it can cause no harm.
