I have no idea what is going on with my quail but it’s getting to the point where I can’t control it. I have been under the assumption they have mites, I have taken a bunch of advice online to try but nothing is working. I don’t know what more to do for them. It’s only their eyes nothing else on their bodies.

It appears they have either, Mycoplasma gallisepticum or Coryza. Would need to visit a vet for confirmation. Antibiotics can treat MG but they will be carriers of MG for life, once they recover. SIgns can include foamy eyes, sneezing, nasal discharge, swollen eyelids and sinuses, reduced egg production and gasping.
Symptoms of Coryza include, nasal discharge, foamy eyes, swollen face, lethargy, difficult breathing, and a nasty smell to their breath.

Both can be treated with antibiotics and both are highly contagious. When I say can be treated with antibiotics, I mean, they help alleviate the symptoms but is not a cure for the disease. The most effective antibiotics are chlortetracycline, erythromycin, oxytetracycline, spectinomycin, tylosin, or enrofloxacin, all are by script from a veterinarian.

Have you seen mites? Their feathers look pretty good, so I'm not inclined to think mites. Are any of them having issues breathing? Is their pen completely covered?
I haven’t actually seen mites and yes everything but their eyes on their bodies is totally fine. They have a metal roof and 3 sides are covered the fronts of every cage is not covered at all. The backs of the cages is only covered by weather screen so if it rains the rain can’t get in the cages.
