It’s when the membrane dries around the chick

When you're hatching eggs, and there's a hole from a pip or assistance, the membrane inside can dry out and 'encapsulate' the chick, restricting it from being able to move. It's why if you see the membrane drying out, you should use a bit of oil or some such to moisturize it, particularly if you were assisting the hatch.
