Birds do get scaly face mites, but they are less common. Usually Ivermectin is the treatment for those. Another possibility is a fungal infection, called favus. Treatment is an over the counter antifungal ointment, miconazole (monistat or the generic), or lotrimin applied twice a day to the area. That is what I would try first, if you don't see some improvement then I'd treat for the mites. If you have a vet then a skin scraping would answer for sure.
