The only place I know to get it is online. My Mom always seemed to have it on hand when I was a kid and would use it whenever I got a scratch on my eye. Terramycin ointment for people is a prescription medication but we always had it because the emergency room would give my Dad a tube of it whenever he would get a piece of welding metal in his eye. Not too long ago I was cutting some lumber and got a piece of treated wood in my eye(like father like daughter) and we searched and searched for the stuff or something similar but couldn't get it unless I went to the emergency room. Well I'm stubborn, do not like doctors, and knew my eye would heal eventually but in the meantime it hurt like heck and swelled up like Quasimodo. I tried neosporin (how I know it burns despite reading that you aren't supposed to use it in the eyes), lubricated eye drops, honey(which also burns) but nothing compared to good old Terramycin ointment. My eye got better on its own but I sure wish I had had the stuff. Not too long after that my Mom ordered some for me online, just in case I have another incident, but it's the pet version for cats and dogs. I haven't had to use it for myself, but I've used it on the hen I spoke about earlier and it really seemed to help her.
You have to get the ointment in the eye by pulling the lower lid down a bit and pressing a small amount on the inside of the lower lid so that it fully coats eyeball when they blink. You can smear it on the outside a bit if you want to but I don't think it's necessary unless there is injury to the outside of the eye.
Something else about her eye that I hadn't thought of before. I've heard that silkies can have trouble with their eyes because of how much fluff they have around their heads. I would check to make sure that there aren't bits of her feathers stuck in the eye that's causing it to swell shut. I've heard of a silkie that had this so bad she was blind for awhile before her owner realized what was going on and was able to treat the resulting infection.
