Yes after pipping is when A membrane can dry out. A little vegetable oil on the exposed membrane and make sure the humidity is over 60 is how to help with a dry membrane . The picture does not show a problem. Make sure the yolk has been absorbed before removing any shell.
 
Is the chick still clicking it’s beak? If so this is a sign it is still absorbing yolk. It looks like a normal PIP location to me. Around DAY 19, the air cell draws down significantly.😊
