I had this happen last year. I had a couple roos living with goats and they fell in the water bucket and drowned

Sorry for your loss putting something in the bottom will help if it happens again. Maybe something spooked her and she slipped or flew in.

How many goats do you have? I use a wide more shallow tub and set a couple for mine. That could be something if you have just like 4 or 5. They are probably about 1.5 ft tall but 4' wide . weird but it could prevent something a little better maybe
I don't know how high sillies can go but you could elevate the water with block or pallets

I have a barred rock that gets in the water everyday. Not sure why .Even when it's in the 30s. She may have gotten in herself and didn't realize it was too deep for her
