Silkie hen with Palsy? Poor Balance?

My little 1 year old hen takes her vitamins like a PRO! Her name is Toe Picker, by the way. Below is a photo of her taken in February. She's a hatchery chick, so not a very showy girl, but she is just about the SWEETEST thing on the farm (next to me)...

THEN! While I was watching the little week-old silkie chicks this afternoon, I notice one of them making the little side to side head movements - not constantly, just every so often. I promptly refreshed their morning water and added the Poly vitamin syrup to their waterer. I also gave her (being optimistic) some Vit E direct to beak. The chicks drink from a quart jar waterer -- is 1/4 of the dropper a good amount to add to a quart of water? Too little? Too much?
