My rooster is 10 months old and about half the size of his silkie brothers, he has yellow spots on his skin where it is dry and peeling, and when he breathes it sounds like he has a cold, like his nose is stopped up. All this has been going on since he was a little chick but today it got worse and I found him laying flat with his neck stretched out, I picked him up and he was weak but a few minutes later he was walking normal again. I fed them all dinner he refused to eat/drink so I put him in his coop when I noticed that half his eyeball was solid white, it was not like this before, there were little bubbles on the edges of his eyeball also. 
Does any one know what is wrong with my chicken?

Sorry about your cockerel. He sounds like he has a problem with immunity to common diseases. This can be due to his being stunted, or he may have some disease that has affected him, such as cocci, leukosis, Mareks, and others. Can you post a picture of his eye in the light, and the spots on his skin? I would make aure that he is eating and drinking, and put some poultry vitamins in his water or give him 1-2 ml of Poultry Cell vitamins orally each day. Make sure that he can get to food and water, ot put him in a crate near it.
 
He may have a respiratory disease. Mycoplasma or MG is one that can cause foamy swollen eyes. If you can find some Tylan 50 injectable and some 3 ml syringes and 20 gauge needles at your local feed store, you can give them 1/2 ml orally 2-3 times a day for 5 days. Remove the needle off the syringe when giving the meds into the mouths. I'm not sure about the scabs--are you seeing little bugs moving when you part the feathers?
